Martin Cobern stopped by the site and posted a number of comments regarding the “leaked” document. I am glad he did. Please read the exchange here.
Apparently such drafts are always written in the affirmative. At least twenty positive findings must be included. He explained that this does not indicate an approval of the application. As I now understand, it’s like a house of cards. The findings are presented as such only so that they may then be clearly affirmed or denied. If even one of them must be removed, the whole thing falls apart. If they are all valid, the app is strong and it stands.

Yes. Our former Town Attorney explained that proposing a negative motion is poor policy. If it fails, does that mean the application is approved. Shoddy work!
By that logic, I’d love to see three times as many positive findings! After all, I was wrong to assume that the draft indicated approval, but I am still hoping to see this particular house of cards fall. The mall is nothing but bad news for our town.
